from my experience payroll gets handled by very few in a company and then gets farmed out to companies like adp ... the company i work for has 1 payroll person who just uploads and checks the time clock data for 350 employees .
Is this a serious question? How large/deep have your employers' payroll offices been OP?
Unless you were really attempting to ask whether the payroll services industry might offer good opportunities.

Ours is split up. The actual process of calculating the pay, benefits, taxes, retirement and 401K is up to the payroll people in the Accounting department. The responsibility of determining salaries, processing increases, benefit changes, and performance monitoring
is done by HR. In both cases this is an essential function, and whether there are 2,000 employees or 1,500 due to massive layoffs the same people are needed to process payroll.
Our payroll department is part of the Finance department, not HR. It consists of a handful of people, and their jobs are being outsourced to a similar team at one of our other locations, later this year. The payroll members will be laid off, and they never really gained any experience in other parts of the company before this. I would not recommend payroll as a career.
If you're just starting out, try to find something where your skills will be an asset, and you are not easily replaced by automation.
