Is everything free and easy in and around LittleRock,CA. (place to live, to move)

I ask this because my wife of 21 years is about to move out there, ( we have had enough of each other ) But she has a son out there that has a hard time with his own bills and he is telling her that he,ll give here 250.00 a week and a place to live, All she has to do is keep his kids for him ( 2 ) # 3 otw in 12 weeks.
My wife is 54 years old and has med. needs, But she wont have health ins out there.
Now this is what my son has told her,
1 Vets are free out there so our dog will get all her care for free.

2 He will add her Van to his ins ( here in FL if your name is not on the car you cant ins it )

3 All her med needs will be paid for by the state so she wont need health ins.

Now my wife is going out there with about 16k in bills, CC , Van payment, Med,s that she has to have every month and a few other things.

I dont mind if she goes but I dont want to see her get there and find out all this is not true, I still care very much what happens to her and want her to have a good life.
So any input would help a lot so that she knows for sure whats ahead of her.
