I think what we can learn from all of this discourse is that Harvard Med students who had sub-3.0 GPAs and went on to become family practice doctors wasted a lot of money on school when they could've become subpar law men and made 50k more a year, at least, with 300k less debt.

It IS true that the pay has become very generous and the benefits are strong. But getting 20 + years under your belt is a grueling ordeal -- worst job in the world. True enough, however, the angle that should be addressed by budget analysts is police retiring with overtime earnings totaled into their percentage calculations.
Well first of all many people endure just what you are describing on a daily basis in their jobs but do not get the salary, 3% at 50, 20 year retirement and yes with as you pointed out with overtime. For instance many of the prison nurses in CA put up with what you listed and they do not get the overtime calculated in their pensions , which is huge. Also yes many do apply but as has been pointed out in this thread, need to be connected to get past the waiting list. Which is why it is so ridiculous to pay such high salaries in the first place, no need to with more people applying then needed.
