What on Earth is this proposition all about?

Can someone break this one down into simple layman terms?

I swear, some of these propositions require so much fore knowledge that it's unfair to expect for a common person to come a logical conclusion. Isn't it the job of elected officials to decipher these complex issues? I want to do my part as a tax paying voter but. . .come on man!

I for one do not have the time to go thru all the details with a fine tooth comb to make enough sense out of this one.

If you understand this proposition and would like to share your POV it will be greatly appreciated by this voter.

Prop 22 prevents the state from "borrowing" local funds and using it to balance the budget. I am voting yes. The state borrows (or takes) far too much money to support the bloated public employee unions.

Well, either it hurts the local scene or the state, looks like a lose lose situation to me.

I would probably vote yes though, the state needs to figure our their own problems, and not be able to have local government bail them out whenever their in a pickle, whoever heard of such a thing (oh yea, forgot.....).

No kidding. This is likely going down to defeat, but a yes vote here is a no-brainer for me.
