I am looking into several different places to move and Northern Cali is one of them, this being said I dont know which towns to look into!

A little of what I am looking for:
-Smaller city. A population of less than 60,000 would be nice.
-Near a lake or river would be nice, does not have to be right on the coast
-Pet friendly, I like to do outdoor activities where he can come along
-Good rental rates. I am hoping to spend $600-800 for either a single apartment or studio. I would also be willing to rent out of a house
-Friendly people! I am 23 and will want to be in an area where I can meet people my age. I am not much of a bar hopper, I enjoy a drink every now and then but I do not spend every night at the bars till 2..

Any suggestions on towns and areas to check out would be appreciated!

Thanks.

Susanville, Alturas, Weed, Yreka, Mt Shasta. But, I bet Chico is exactly what you are looking for.

until I saw your age I was going to say Paradise, but you are a little young for a town like that. I think you are going to have trouble finding your dream place to live. Maybe somewhere in Sanoma Co would work. Chico would be another possibility but what about work? How can you support yourself living in a small town where jobs will be nearly impossible to fine.

Try Oakhurst. Not really northern, but it's in the Sierra foothills. Dunno about rental rates, though. Very outdoorsy(very close to Yosemite), 5 minutes from Bass Lake, plenty of trails in the area, and really nice people.

Redding and Chico are your best bet in NorCal...I grew up in Cottonwood just south of Redding, lots of outdoors stuff to do. Whiskeytown Lake is my favorite place on Earth.

Chico's about 85,000 and Redding is over 100,000.
