I think you are allowing yourself to ignore the magnitude of the numbers in lieu of percentages. Really the number should be zero.

Even with a GSP of a trillion dollars, $28B (or $12B) is a lot of money. If you take that money away from state government spending, there is a lot of pain. If take it away from taxpayers, it is still money that either individuals or businesses don't have. You gonna take it from Larry Ellison?

The problem with California is not economic, it is, or rather was, political. Brown will getterdone, or it can't be done. 1.5% of GDP is hardly something to get twisted up about.

At the end of WW2 the Federal Deficit was 120% of GDP, cured in 6 years.

And you are right about one thing though, the problem in California is political, but it has nothing to do with who's governor.

Believe me... There are plenty of other reasons to get as far away from California as possible! I was born and raised in California and if I won the lotto tomorrow I still wouldn't move back there. I love certain things about San Diego but not enough to make up for all of the flaws. So be careful with your posts. You can't speak for other people!
