I know here in Van Nuys we worked hard to add wheelchair/baby stroller ramps to crosswalks and got them, and we're a very poor suburb. Santa Monica is a very rich area, and I would imagine the ramps are already in place. To check, go the city of L.A. site below
http://www.ci.la.ca.us/
and find where to check. They would also direct you to housing for the disabled as well. They may refer you to a city of Santa Monica site to be more specific. Good luck. You would have a long, beautiful boardwalk next to the beach on which to roll.

I would agree with Fed Up were he or she talking about the rest of wretched, awful Los Angeles, but not Santa Monica. It's a rich enough area to bypass a lot of L.A. terribleness.
