Which county is more worth visiting, Santa Cruz County (the whole bay, down to Monterey), or San Luis Obispo County?

Uh oh, Both counties have great stuff to see and to do, I would do both, and connect via the Big Sur Road.

I think you can skip Santa Cruz, unless seeing the college is something you want to do -- fit in Big Sur, if possible.

It depends, what do you like to do and hope to see?

I agree with everyone that Big Sur is not to be missed. In Monterey you can visit the aquarium. Along the way you may want to visit the Hearst Castle on Hwy 1. That whole strech of the Big Sur Coast is drop dead gorgeous. So you really can't go wrong. basically you start in Monterey and drive Hwy 1 to San Luis Obispo County.

Here is a good thread describing the road trip along Big Sur: Big Sur Road Trip Advice

The biggest rock you'll ever see on a beach.

Prob Monterey and Santa Cruz. Cannery Row in Monterey and The Boardwalk and Downtown in Santa Cruz. San Luis Obispo just has the downtown and good hikes.

San Luis Obispo is a very small, enjoyable town compared to Santa Cruz or Monterey, very walkable, with a small river-walk "downtown," that includes a lot of shopping and restaurants, and an old mission. There is also the famous Madonna Inn and Restaurant at the edge of town. On Thursdays, they have a nice farmers market that shuts down one street, for music, bbq and other stuff.

Just off the coast is Morrow Rock. Not much to do there but look it over. A few minutes up the coast, and a bus ride up the mountain is a tour of Hearst Castle.

A really beautiful drive is from SLO to Santa Margarita to Atascadero, then the 46 thru the hills to the coast and up to Hearst. The hills are unbelievable. And of course, there is Pismo Beach.

Once you're in SLO, it's a one-day drive to the castle, and up through Big Sur to Carmel-Monterey. I'd skip Santa Cruz, but do all the others if possible.
