California's plan to cut greenhouse gas emissions by giving incentives to the state's largest polluters has been temporarily halted by a court ruling.San Francisco Superior Court Judge Ernest Goldsmith ruled Friday that the state violated its own environmental law by failing to consider alternatives to its so-called cap-and-trade program. As a result, the California Air Resources Board, a state agency that approved the plan in December, will have to do further review before implementing the state's landmark global warming law, signed by former GOP governor Arnold Schwarzenegger in 2006.
In November, California voters rejected a measure, Proposition 23, funded largely by Texas-based oil companies, that would have indefinitely suspended the law's implementation. Renewable energy companies and major environmental groups pushed to keep the law on track.

Cap n' trade is a wallstreet perpetuated scam in similar nature to the commodities futures market that allows wallstreet to skim and inflate oil/grain and almost every commodity imaginable. It's a pseudo tax on almost everything that consumes energy that will largely go to big govt. and big wallstreet and benefit your everyday person in a very minimal fashion.

It's push through is largely being slowed because its introduction during this longer than expected downturn would wreak absolute havoc on the economy and more clearly expose it for the fraud that it is.. They will attempt to push harder for it when the economy is rebounding and there is enough of growth and economic activity to cover it up.

Agreed but then there is the worldwide cap & trade that funnels big money to a world government. The corrupt politicians and players in this scam counts on the people being stupid and unable to understand the scam ... kinda like AGW.
