Doubt it.

They have more money than they know what to do with. When they built the Maglev line in Shanghai they didn't have time to do an earthquake analysis so they spent twice what they should have and over built it.

HSR is good for society. The more people that take HSR, the faster I am able to get to my destination driving my car, not to mention that there will be less congestion on the freeway for me.
