So my boyfriend and I are considering a move to California. While I'm happy in a more rural area with close-knit communities, he would like to be in or near a city where there is plenty to do. We are both in our mid 20's and would enjoy someplace with a laid back vibe near the coast. We would be moving from my homestate of Alaska with my beagle-lab mix, so dog friendly is a must. Any suggestions?

Yeah, bust loose with some numbers, because we're not Miss Cleo and we can't suggest anything without knowing what you can afford.

Ha, oh yeah, well we're looking for the more affordable side, like around $1000-1200 for 2bd rent

I'd suggest the general area of San Luis Obispo. Great weather, coastal area, dog friendly, plenty of things to do, but not overwhelmingly so.
