A major problem with prisons is that it is a punishment based system, and does not reform people. For smaller non-violent crimes, a simple non-prison program of therapy would work. Then, the person can be a working, tax-paying American who could pay for their own program.

This would allow for more room for more serious criminals, and better programs within prison to reduce recidivism.

Bingo....the problem is we have locked up so many non-violent offenders. You throw a guy in prison for a minor crack (or other drug offense) and expose him to our overcrowded prison system and when he gets out he's got a record and no skills.

The incarceration rate in the United States is the highest in the developed world. Are Americans more crime prone than Canadians? I don't think so.

Yes, keep the violent offenders behind bars but the taxpayer is footing the bill for the prison industrial complex. I would rather see us turn non violent drug offenders into taxpaying citizens.
