Its called redistribution of wealth from wealthy states (like CA) to poorer states. Someone has to pay the bill and that would be you. Looks like CA's utopian idea of taxing the rich to help the poor can also backfire in its face! ha.

If the "other states" that receive more than they pay were committed to progress the transfer from California and similar states to them would make sense, in the end everyone would be more wealthy. But the "other states" aren't committed to such, instead they are committed to a social model that produces poverty and are largely anti-progressive. So the transfers from California and other states amount to welfare without which some of these "other states" (mostly in the South...) would be little different than Mexico....

Honestly, California and the east coast states should really just give the hillbillies what they want, namely small federal government. California is large enough to create its own version of social security, medicare, etc and can do without the federal programs. Indeed, California could greatly improve them by adopting a french like health system....something that would never occur at the federal level.

Is this any different than the millions of Californian's and illegals in California that receive welfare, subsidized or free housing, free schooling, free medical and free food paid for by the California tax payers ... again a transfer of wealth ... because the people receiving these free handouts are not attempting to get off the programs ...

No, the vast majority of welfare dollars in California support education and provide food and health care for kids from low income families. This spending has a positive long term impact on the state's economy since the kids will grow up and be able to make positive contributions to the state's economy.

Personally I'd prefer if some welfare was replaced by work programs, but you can't exactly ask children to work for their food and health care.
That would explain the millions on welfare or other programs that have been on them for decades. The poor keep having babies to get more per month and the babies grow-up to join gangs and also live on welfare.

There is nothing to explain, this is simply a myth. The only program that provides long term support is disability but that isn't "welfare" its an insurance program that is received by those that have paid into it.

Just another myth. The only long term benefit for a low income family (or individual) having another baby would be a higher earned income tax credit on their federal tax return. But the amount of the credit wouldn't even pay for the costs incurred by the baby so that is hardly an incentive to have more babies....
