I'm looking for a any city in California that have a low crime-rate, colleges nearby, and decent rent. I like convenience, so a city where the commute isn't too long between shopping and home would be great.

If it helps, I have a degree in nursing, and plan on continuing my education in California at a nice university while working part-time. I haven't decided which university I'll be attending yet. Everything is in the planning process.

city?
that means the coast (extremely expensive) or Sacramento or Davis (very close to Sacramento with UC Davis).
what does your budget allow for rent?

I currently live in Ohio, and I'm looking to relocate. I have no preference to the coast, as long as the weather is not as cold as Ohio.

I currently earn about 5k per month. That may change once I start continuing my education.

But what will you be able to spend on rent a month?
It's a crucial question as there are many places that may suit you but the cost of living (specifically rent) is extremely high in many of the communities that would meet your other criteria.

I'm willing to spend 1k-1.2k per month. Definitely not more, and less is always better.

That's good.
It won't get you anything near what it will get you in Ohio but it will allow you some degree of choice.
There are colleges and universities up and down the coast and in inland and mountain parts of the state.
California is huge and it's ecologically and culturally diverse so without you being more specific about what kind of community you want (besides low crime and easy commuting) it's difficult to recommend anything.
What kind of life do you want?
Nightlife?
Social life?
Nature?
Culturally diverse or doesn't matter?
Conservative / liberal or it doesn't matter?
etc..
