In essence, it all comes down to the people. They overpopulate the state, they have the attitudes, they commit the crimes, they're the ones with road rage, some of them are illegal, they continue to elect and re-elect the same losers to public office, they vote for the propositions that establish categorical funding requirements that make the state budget impossible to fix, they cause the smog through pollution, etc.
