Interesting observation, Out-of-State counties only break into the Top 10 of Bay Area counties only 4 times(out of 110 possible Top 10 rankings)

Marin County: 8th place for Foreign Country
San Francisco County: 6th place for Manhattan; 10th place for King, WA(Seattle)
Solano County: 7th place Foreign Country

On the other hand, Out-of-State counties take up 16 of 50 possible Top 10 positions among LA Basin Counties.

I wonder why people in the LA Basin are a bit more eager to move out of state?

Ironically, LA is a major destination of Bay Area Counties.

I'd say most people are motivated not just by personal preferences to move, but by work. That's probably the #1 reason people move places. The Bay Area job market tends to be better than the LA job market, so people tend to stay within the area. People also move within the state quite a bit for work, so a Bay Area to LA move is pretty common. The interesting thing is that the cost of living is lower in LA than in the Bay Area (for the most part), so you might expect more people to leave the Bay Area for a lower cost of living, but I think people really like it there.

It would be interesting to see the same list without the local moves (within the metro area). Interestingly, people from down south more readily move to Texas, whereas people from up north are more likely to move to Portland. Other destinations (NY, Phoenix, Seattle and each other) are comparable.

The counties in the San Francisco area are smaller than the Los Angeles area. Take one example, San Francisco County, the top five destination counties would not even appear in the list if San Francisco County were the same size as Los Angeles County

After doing further doing I notice that LA County itself that has the much higher rate of out of state migration.

Also, San Diego County has an out of state migration rate of 56% which I think has a lot to do with the military.
