No doubt your point is to raise concern that our black population needs encouragement. Right? Wouldn't have anything to do with with trying to stir up a racially charged thread against Hispanics ... nah.

These sorts of projections are odd, why is it always assumed that people will segregate themselves racially? Is the son of a Hispanic mother and white father....Hispanic or white?

Its funny that they very way we categorize matters is essentially racist.....

Interesting that no "mixed race" population wasn't mentioned in the OP... in fact a lot of people in one or another group in the article will be mixed race, more than they say so
