So I dug up my old car files and found that I did pay illinois sales tax on it for $80. Will I now have to pay CA sales tax on it as well? If that is not a broken system I don't know what is. Has to be a way around this.

Always use the appointment system at DMV. Never just show up.

You would have to pay the difference. If you paid 4% sales tax in IL but moved to a CA county that charges 8.25%, you'd have to cough up the extra 4.25%. How'd you only pay $80 sales tax on a car in IL? Are cars not taxed at the same rate as other goods?

No. Not for cars less than $15k. It goes by year and not a percentage.
1 year old=$390
2=290
3=215
4=165
5=115
6=90
7=80

Is there any kind of tax exempt I could be eligible for?

The sales/use tax on vehicle registration in a situation like that is pretty ridiculous and onerous. What's ironic is that Illinois' sales tax rate is about as high (or higher) than ours. If they charged sales tax on the car's purchase in Illinois like they do in most states the O.P. would owe nothing but the regular registration fees (since the difference between the two states is charged).
