You mean what? The agencies deliberately withheld special funds reporting? Or the state controller deliberately fudged? Or someone else deliberately "hid" money in plain sight on publicly-viewable websites?

I guessing should clarify that I have no proof that it was deliberate. But I do know that departments within large organizations generally have incentive to keep their own slush funds for a variety of purposes, and the deception can be prolongued quite nicely if the department also happens to have its own income source.
