....$600 and up .... to what?

Did you already move to Oklahoma? Or are you still in WI?

Age 20 and wants to be near the excitement.

Everyone knows the LA area is the epicenter for excitement in California.

I recommend looking into cities on the west-side near the ocean. Cities like Torrance or Redondo Beach. You say 600 and up... that's very vague. I'd consider spluging for a small studio for the first 6 months and once your settled and what not consider getting a roommate (for you next place) to cut costs. Maybe you'll have met a few friends by then and you could live together.

Also, since you're college aged, you can consider a city like Santa Barbara that is (somewhat) near LA but has a ton of people your age.

Santa Barbara sounds about right.

But not if they're looking for an inexpensive rental.

Ventura maybe?

I'm going to be a contrarian and suggest San Luis Obispo. Beautiful college town just 30 minutes from coast (Pismo Beach, Morro Bay, and Cambria highlights to visit). You have decent weather while avoiding the moisture and fog on the coast. Actual seasons as opposed to the central valley, but warm most of the year with sea breezes.

Rents look okish.

I guess it means what you mean by excitement. To get 600 close to LA, you are going to live a long and slow commute away to be able to get to there. San Francisco excitement = rents are way to high.

San Luis Obispo is a college town, progressive in its own right, and a beautiful town.

46000 population though, maybe to small?

Ventura rents seem a bit high for this person. It's on the coast though, so maybe a tradeoff.

The further out from Los Angeles itself you go, the cheaper the rent. For instance I lived in Ontario, which was 15 miles but a 45 minute to an hour commute from the Pasadena office I worked at. Back then I paid 900 in San Dimas for a second story 2 bedroom/1 bath no hookups. I then moved 6 miles southeast to Ontario, and paid the same rate for a newer 2 story townhouse with hookups.... I ended up being about 30 miles from downtown LA itself, with the commute being up to 2 hours if I had to take it primetime.

At 600, im not sure you can find it nowadays, down in the Los Angeles metro area, including Hollywood. Certainly not anywhere I'd feel safe referring you to....

"Don't talk about my grammar" you say, but how are you going to get a job in California or anywhere else without knowing English spelling AND grammar? I was a job counselor (in California) for several years and (I know the truth hurts) you need to get yourself to night school or get some extra help from wherever you're taking classes if you expect to compete in today's job market. You can do it!! Good luck.

What is the order of priorities?

1. Cost
2. School
3. Excitement
4. Safe and quiet

This will impact your decision. You have LOTS of choices depending on your priorities.

Ventura for excitement? LOL

Choose between Los Angeles, Orange County, San Diego or San Francisco.
