Some of those like San Juan Capistrano, Laguna Beach and Carmel are tourist areas I wouldn't really consider as great downtowns for the locals, who often try to avoid them. At least thats how I thought of them when I or family members lived near them.

I lived and worked in SC and SJC for many years in the mid-to-late 90s/early 00s and went to their downtowns all the time, shopping and dining, and never felt any impacts from tourists. Tourists were bad in LB, but only during summer, and I also shopped/dined there a lot during the rest of the year. My friends and fellow employees who live(d) in the area do the same.

Monrovia in the San Gabriel Valley region of the LA metro area has a really nice quaint, small town downtown area.
