The California "personality" (states don't have personality, they have reputations and culture):

1. Not snowed in.
2. Not flooded for the most part.
3. Not a 6 hour drive from everywhere including your own home.

In general a do most anything, anytime, any place place.

Those that hate it, probably hate lots of things, mostly the guy in the mirror.

I think California has several personalities, depending on the portion of the state you are referring to.

San Diego: beach community, laid back, surf and sun
Los Angeles: entertainment, Hollywood, cars and stars, movies and media, great weather
San Francisco Bay Area: technology, biotechnology, liberalism and tolerance

Yes it does. People forget that California is a big place. It would cover several states if placed on the east coast. The distance between San Diego and SF is roughly the same as Atlanta and DC. Nitpickers, notice the word roughly.

Rather than laid back I'd say Californians are cool, optimistic, and unhysterical. Clint Eastwood (a native San Franciscan) exhibits a quintessential California personality or at least what it used to be.
