Compared to the far urban areas, I found the central valley communities quite laid back. Why, some were downright sonambulent.

Least friendly without question: Carmel, Monterey, San Fran, San Jose. Next in line, Orange County, Los Angeles, and surrounding areas.

Friendliest in my experience: Central Northern area.

100% agree on friendliest. I went for a club race in Chico at Outback Raceway and I almost wanted to find a home there. They reminded me of Midwesterners, but perhaps even friendlier. They were saddened to hear that I didn't live in the area. I've never seen a more accepting group.

Los Angeles and Orange County are far too big to stereotype. The expensive parts (mostly coastal, but not exclusively) are pretty bad, but the commoners in much of the area are definitely nowhere near SF status (I'd rate them more like some east bay communities). The further east you get or the closer to Seal Beach or San Clemente, the friendlier. Then again, the IE is a pretty harsh place, but I think that's mostly an effect of 2-hour-plus commutes.
