I am moving to California from Kansas. What are the requirements for getting a DL in CA? Can I get one as soon as I get there?

Also, my boyfriend needs to get one but he has a DUI in Kansas that he has not taken care of because he doesn't have a vehicle, and therefore cannot get the interlock thing needed in order to re-instate his license. Will something like that transfer out of state?

To answer your second question, Kansas is a member of the Driver License Compact (DLC), so CA will know about his DUI - we don't want him driving here either - sorry.
