Does it matter to the buyer if the car is newly registered?

If the registration costs $100, can I expect to sell the car for $100 more?

That's between you and the buyer. Bear in mind that if you sell the car on totally expired tags, they could possibly get a ticket driving it home.

Registration paid to date will encourage a sale. If the registration is expired I would offer several hundred less.
Expired registration would tell me you do not care about or for the vehicle and possibly other issues neglected as well.

If you plan to sell the car and the tags are about to expire you can state in your ad that if they pay your FULL asking price you will pay the tags otherwise you leave the tags to the new buyer. Just my opinion.
