I'm on hold with the CA DMV for the next 30 minutes, so I figured it might be worthwhile to ask here.

I just moved to CA and intend to get my CA driver license. Unfortunately, during the trip here, I lost my wallet and with it my valid NJ license. I do have on me an old NJ license that I was allowed to keep (with a hole punched through) when I renewed my license last year.

If I go to get a CA license without my NJ license physically on me (although I do have the number and everything proving that it is still valid), will I be forced to take a driving test?

Unfortunately, there is no official answer to your question. Its most likely that you would need to start over, HOWEVER, it is possible that you'd get lucky, especially with your expired license in hand.
