Just to head off the inevitable comments about CT, CA or other states giving care to "illegals":

So if a state can't afford to pay for care for those who have managed to get through the Federal borders without their papers, isn't it the Feds' responsibility to compensate those states for that care?

In theory, yes. However, if you as a citizen need emergency care, you will be sent a bill.
