They say this is the worst drought in nearly a century. If this is true, why did the state wait until now to announce it? Didn't they know we were in a drought months ago?

This is what I was saying, was Moonbeam going to wait until the reservoirs were empty to declare it?

Moonbeam probably remembers all the flak he got for not lifting the previous drought declaration quickly enough to suit the naysayers.

Theres another one being built in huntington beach in orange county, but that wont come online for another 3-4 years. It takes far too long to get anything done.

Desal plants take quite a bit of energy to operate. The electrical infrastructure needs to be expanded in conjunction with them, and as you know that's not especially quick or easy to do. That's generally why Desal is a last resort when any other cheaper water supply is available.

No, it won't ruin any ocean views. The plant itself is small, like a small office building.
