Craeting a new state requires a Congressional vote. Period.

The only state that has to ratify it is the state (or states) from which the new state(s) is/are being created, if the state is being created from the territoryterritories of one or more states.

Article IV, Section 3, Clause 1:

New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
But that's enough to make the chances of this particular proposal happening non-existent.

Default Stupid plan is conservative effort in futility

A Conservative plan to split up the state to try to gain more political traction. An absurd plan that is not only a waste of time, but a stupid idea.

Conservatives need to focus on helping those less fortunate, rather than striving to separate the haves from the have-nots, or the historically-discriminated against from those historically-privileged.

In this state, what else do conservatives have to do? They are otherwise dead here.

We are strong and independent states can autonomously sushestvovat and wimps who do not feed our hands take away our wealth for themselves the illusion of safety.
See how Washington imposes its forces in weak countries
and destroys civilians there! Us around the world have looked upon as terrorists.
