He said in the first line of his OP that he just turned 18. I know what it's like to be California dreaming around that time. Hell, for me it's been about a decade since age 18, and the age-18 dreams certainly have not altogether disappeared. I surmise he has never been to CA, but I'll let him answer that question for himself

They are actually saying it IS possible under certain circumstances. You just don't have those circumstances.

Don't bother. The Twin Cities wipes the floor with California cities in just above every quality of life aspect save for the weather. Get your education where you can get it most cheaply (you won't quality for in-state tuition here and out-of-state is obscenely high) and if you still feel like moving here when you have a viable degree and skill set, go for it.
