Don't you pay an annual registration fee for vehicles?

If the primary purpose of the gas tax is to pay for roads then high MPG vehicles are underpaying for the roads on which they travel.

California's gas tax is $.71 per gal. Over 15,000 miles a 25 MPG car will generate $426 in gas taxes per year. A 50 MPG car will generate $213 per year.

The simplest thing to do that minimizes cost, fraud, etc. is to charge an extra annual fee for high MPG vehicles. Or make the fee proportional to the MPG. It could be a road use fee. The bureacracy already exists to collect this. No electronics, no privacy issues, no tampering.

Good points and post. EXCEPT what you suggest is political suicide. You can't propose to overtly penalize green.

Drivers of "green" vehicles are already coddled by the legislators. They get to drive in HOV lanes. They save money on fuel. They get tax credits. Their vehicles weigh just as much as non-green cars, if not more because of the weight of the batteries. They cause just as much wear and tear on the roads.

So charging them a small annual fee simply reduces the disparity in treatment. But you are probably right - the politicians will instead spend a billion dollars on the infrastructure, devices, and regulations to track mileage and send people a bill based on driving habits. Drivers in total will waste thousands of man hours dealing with a new regulation. And California will spawn a new non-beneficial industry.
