Considering a move with my husband and special needs daughter in about a year. We are researching various locations, but like the idea of Tehachapi because there is space, low housing prices (relative to CA), and peace which we currently do not have in our go-go city lifestyle. We once had a bad experience living in a town that was extremely evangelical. It was unlike anything I have ever experienced. So I want to check on the question of religion in Tehachapi. We are quiet people, and do not want people in our face about their religious preferences. To us, it is a private matter.

Also, any info regarding the special needs community would be greatly appreciated. Thanks

I don't know of any place that is overly religious in the state.
Of course there are random interactions no matter where you go.
In all my life in CA (near 50 years) I have been approached only one time in a very rural area. But the circumstances were ripe for it. There was a Christian camp going on and I was down the road selling my hand crafted goods. I had a Celtic Cross design on a shirt, silly boys questioned it being satanic....lol.
They wanted to pray for me....

Yes, it is evangelical Christian and people will check you out in town and see if you fit into their small town. If not, then you will feel unwelcome. Visiting is okay and it does have some nice attributes. They have little resources for special education, and the town is basically WASP. If you did not have a special needs kid, there is plenty of room to find privacy and you probably would be okay. But I have known people that left because the school had nothing for special needs and the kids did not like 'different' kids. Good luck.
