I just saw this today. What does everyone think of this proposition?

Hard to say. The hardest thing about these initiatives is figuring out what the real consequences are going to be. Even being able to slog through the original nitty-gritty legalese text can't help with that.

I would be more inclined to believe in CA Propositions a little more, if specific penalties are included in them in the event that the desired outcome isn't achieved.
