I hope this is the right place to ask this question, I searched the forums and found other people have asked similar questions.

Basically, I got rear ended and my vehicle was a total loss. The other person's insurance company is sending me a check for what the car is worth, but I need to send in my title and a vehicle/vessel transfer form first, to the junk yard that has the car. The insurance company told me to "ONLY COMPLETE AREAS WHERE THERE IS AN X. Do NOT complete the odometer mileage area, the settlement amount, or any other area." Meanwhile, the actual DMV form says "Federal and State Law requires that you state the mileage upon transfer of ownership. Failure to complete or providing a false statement may result in fines and/or imprisonment."

I have never sold a car before as this was my first vehicle so I'm not entirely sure whether I should just sign the vehicle/vessel transfer form or leave it blank.

First, if a car is a total loss, it's ok to leave the mileage blank on the title. DMV has a way to waive it for vehicles being junked. If the vehicle is going to be parted out, then it isn't needed anyway. If it's going to be repaired and sold, then there will be a physical inspection and they'll get the exact mileage at that time.

On the vehicle/vessel transfer form, in the area that says mileage, just write "junked" there. You can also complete the vehicle/vessel transfer form online at the DMV website if you prefer.
