I think it likely greatly increased in popularity after the Notorious B.I.G.'s "Going Back to Cali" released March 25, 1997.

The famous refrain can be found around 1 minute 12 seconds into the song.

I thought that song was LL Cool J's.... released in 1988!

That too but LL Cool J started it with his 1987 version of going back to cali.
