Hmmm, yeah....good luck finding all that...narrow it down the the top three most important wants...

For the whole of the Bay Area, BART is wonderful! As a teen without a car and looking for some fun (or trouble), BART was the way to get there. SF is expensive, but you could live almost anywhere in the Bay Area and get to SF for a day or night of fun using a combination of public transportation that is available. Live south, in San Jose perhaps, and hop on the train. Live East and use BART, or the ferry which also serves North of SF.

A couple simple things to keep in mind when looking around.
Southern beaches are warmer than Northern.
The closer you get to water, the more it is going to cost.

Personally, I would avoid all of Deep East Oakland, Ghost town in West Oakland, and the NOBE area near the Berkeley/Emeryville border. Temescal sounds like a good fit for them and parts of Lake Merritt and Adams Point might work too.
