This vehicle has unpaid non-op fees since 2005 and is to be sold for parts. Do the fees have to be paid for the new owner to take title and register? What happens to the title and registration at DMV when I or a new owner decide to salvage the bike?

btw, when attempting to discover what fees are owed on this motorcycle + changing my address the DMV website does not recognize me as owner of both my vehicles; the name, VIN and tag numbers match the Titles . Can anybody shed light on this

All back fees and penalties have to be paid to transfer title--unless it's sold to a licensed junk yard. Then a junk title will be issued and no further fees will be due unless/until someone repairs it and wants a salvage title.

It's been so long since it was registered the records are probably archived, you can call them (if you can get through) or go into a DMV office and they can retrieve the records and figure it out for you.

Aack--2sleepy is right. The vehicle record should be archived by now. If it is, I'd just hand over the title to whoever you sell the frame to--if they want to revive the car at some point, they can use the title then.
