Trying to understand this here.. does this proposal allow one to claim the standard deduction and then in addition make a charitable contribution for state taxes and then also deduct that from Federal? In that case it would be significantly more beneficial than earlier which required itemization and loss of the standard deduction.

I think it would have to be in addition to the standard deduction since the charitable contribution at the state level should not exclude one from claiming the standard deduction at the Federal level.

The democrats are nuts....this is an illegal tax evasion scheme and they are guilty of conspiracy to commit fraud. Lock em all up!

If they really wanted to help Californians, they could :

a) cooperate with federal authorities to identify and deport the 3 million illegals that currently infest California and cost its taxpayers $23B/year. This is about 20% of the General Fund. So absent that massive theft of resources, the State could give everyone that pays California income taxes a big fat tax break.

b) Make Federal Income taxes deductible from State income. Again, this would save California taxpayers a bundle.

c) lower State income taxes - they're already sky-high.

The fact that they haven't done any of these things proves they are hypocritical and greedy. They only care about being able to continue stealing billions of dollars from their citizens, and squandering a lot of it on invaders. Truly they are a despicable treasonous bunch of Swamp Rats.

In order to qualify to be a charitable donation, it must be a recognized charity that meets IRS standards. That's why you can give to the homeless shelter who gives to the homeless and it's deductible, but if you give directly to a homeless person, it isn't.

The State of California would never be recognized as a legitimate charity. I'd think the State Legislature would be bright enough to realize that, but apparently not.
