These things use very little water compared to the megaconsumers in big Ag or things like smelt. But people like theatrical responses that "feel" like government is doing something. So thus a huge amount of energy is wasted on glasses of water in restaurants instead of tackling the big failures in leadership and planning over the years.
Pretty sure I explained to you once before about smelt not being the reason for Delta water policy. Smelt is the mechanistic tool used to protect an entire ecosystem upon which this entire state entirely depends for our health and welfare.

It should be obvious that hydro is the optimal solution. More water storage, more electricity to power desal, and more electricity for personal and commercial use at lower rates. Hydro is closer to the one size fits all than any other one can name.
