Does California still have rolling blackouts? I'm specifically talking about the Bakersfield, Lancaster, Tehachapi areas. Do they?
What Electric or Power company do those towns belong to? What power grid number are they on?
What's the best way to protect yourself if this happens? Do people generally get a generator? Or have a solar powered back-up?
Moving to the area from the Midwest, and I'm totally unfamiliar with blackouts!!

Try this link California ISO this is the independent system operator website. they are the ones that run the CA grid. I don't recall any rolling blackouts since Enron stopped messing with the supply.

Most rural areas in CA are rotating block 50 which means that they aren't subject to the rolling blackouts. The concept being that you can't turn enough electricity off to make an impact.

I don't recall any rolling blackouts in the last few years either. I was never affected by them so maybe there were some that I didn't hear about on the news.

Talking Now how did that come up?

Notice how this issue gets raised right before the Superbowl?
When I lived in Hawaii they had blackouts two years in a row during the Superbowl. Talk about wailing and gnashing of teeth! Good luck, guys.

When was the last power plant built in CA and what was the population then? Water and electrical shortages are in California's future. Companies are moving to other places to avoid the coming shortages. My friend moved his plant (layed-off 125 people) to avoid future electricity shortages.

i remeber living in Palmdale near Lancaster we had 2, one when i was 5 then another when i was 11 and now im 15 so you can tell that they rarly ever happen.

Yeah, no offense, Fo, but that one looks like it's about to get the Fukushima treatment, either from sea level rise or from an earthquake. What an insane place to build a power plant! I could hardly believe the photo was real, and not completely photo-shopped, so I looked it up. Here's what Wiki says about it:
