I would recommend the South. I am an immigrant and the best thing that happened to my family was move to America. The second best thing was choosing the South, instead of a coastal city. We came with nothing and within 5 years, we were able to buy a $140k house in a great school district. My brother has attended some of the best schools in GA as a result. I would say look at Houston, Atlanta suburbs (gwinnett co and alpharetta), Nashville suburbs etc.

You would be amazed.

There aren't any significant flood problems in Sacramento, there was concern about Natomas and they did have a building moratorium there but it's been lifted. If your choices are Bakersfield or Sacramento I strongly suggest you take another look at Sacramento. There is a Sacramento forum and you can post any questions you might have there
