I take the I5 everyday here in SoCal and every time I pass by a slower than the flow driver in the car pool lane, its always old folks or middle age women

That's because you're in SoCal where the drivers are much better and understand and respect the concept of a fast lane more so than the Bay Area and just drive faster in general.

Though I will say it's even more frustrating when that happens in the carpool lane in SoCal as you can't legally go around them as easily with those stupid double yellow lines.

It's something I've come to notice a lot more lately. Considering the Bay Area is such a bustling and fast-paced area, I'm surprised at just how many people seem to drive under the speed limit around here, especially in the fast lane on the freeway. Obviously there are plenty of exceptions, but in general I find drivers in many parts of the Bay Area to drive annoyingly conservative.

Agreed! For how workaholic this place is it amazes me how no one seems to want to get to work or home quickly! Oddly they drive like Mario Andretti when inside a BART garage yet take their sweet time on surface streets, so many frustrating drivers in this region lol.
