And while the new desalination plant will certainly help, it will only provide about 10% of the county's current needs (see: Reservoirs | San Diego County Water Authority)

We're also at the end of the pipeline for imported water and water from up north.

So, sadly, although I wish it were so, we're no better off here than anywhere else in California.
Please note:

Water Use | San Diego County Water Authority

Then notice that the total for the reservoirs at this time are 314,708 ft of water in the reservoirs which is enough for 5 months not counting the DeSal plant and water coming into the County.

As to cost from the site:
A typical household of four people can expect to pay approximately $5 more per month when the plant begins producing water in late fall 2015.

The volume to be purchased is 56000 ft which is about 8% as they say.

Water use has dropped as well to the second lowest use, and 2011 was the lowest use since .... 1990, even with the increase in population. Notice while they say over 700,000, the chart below says just over 400,000 so with the existing amounts and the deSal plant they are at neaarly 90% of the need for a year and if we use the 700,000 still 5 months.

Totals 746,385 314,708
SDC is not hurting at this time and is ahead of where it was. Yes it could get worse, but they are better off than many places in CA.

Now if they purchased no additional water and no rain occurred in the next 5 months and the Colorado dried up .... well after 5 to 11 months maybe a problem.

Concern about California's climate is apparently nothing new.

At least the rain has helped fill up the reservoirs.
