Cities in California that are likely targets for such an attack would be Los Angeles, San Diego, San Jose/Silicon Valley and San Francisco. Cities least likely to be attacked would be Redding, Eureka, Fresno, Bakersfield and San Luis Obispo.

I'd imagine Sac would be on that list as well. However, So Cal Cities are near some major bases. Also they are spread out. Bay Area cities could be hit if public transit is wiped out leaving ppl stuck.
