Am I supposed to display anything under the windshield while I'm waiting for the replacement sticker?

When you get stopped, after listening to your explanation, the officer will check the system to see if they have anything on file about your reporting it stolen and are just waiting for the replacement. If your story checks out, you'll be good to go.

When you get your new sticker, apply it to the plate then take a razor blade and slice it a few times to prevent anyone from wanting to steal it.

But what to do when it's parked?

I did, actually. Everyone does it these days. It was stolen anyway.

There was a bunch of stickers under my current sticker. Maybe I should have scraped them off first. Anyway, the thief did it for me now.

No officer would write you a ticket without running the license plate. If you're waiting for a replacement, then the DMV system would show that your car is currently registered, whether it shows the new sticker or not. The most the officer would do was a warning for not displaying the sticker.

Sorry, but you couldn't be more wrong. I got a parking ticket once because I accidentally attached the sticker in the wrong corner of the plate.

Every couple of years I hit mine with a hair dryer to loosen the glue and peel off the old stickers. Then I clean the spot with alcohol. The fewer you have piled up the harder it is to steal.

I do this, & then I make MULTIPLE cuts through the new sticker, horizontal, verticle, diagonal...sounds like overkill, I know, but works for me.
