Update:
I sent this question to the contact person for "Humboldt Neighbors Against Smart Meters," Beverly Filip, and received a prompt response. Ms. Filip said she knew of no towns in Humboldt County which have officially banned Smart Meters.
FYI, I'd been hoping that Arcata had done so, given that as a city, they seemed to have issued a declaration against this technology. But it appears the declaration was more of a statement than a ruling.

You may still have legal options to prevent them from installing a smart meter on your home. I would encourage you to look into that. If you move into a home that has an analog meter, you may be legally allowed to prevent PG&E from coming onto your property and replacing it with a smart meter. I'm no lawyer, and can't advise you on the legalities of such a course of action, but I do know that in some parts of California residents have been successful in preventing workers from replacing their analog meters.
