The taxes here are not as oppressive as complying with regulations and paperwork.
I've had to complete paperwork that has taken my a couple hours and I ended paying no fees, but you have to fill out the paperwork to show the govt that you owe them nothing.
This state would do well to simplify things; they could still collect taxes.

The only reason this state has such a large economy is because it is the most desirable place to live in the US.
3 things drive this state: Financial services, Entertainment and Tech(silicon valley). Combined they are huge. Nearly Everything else feeds off of that.

Yes, I had to do a report for the State to show we did not need a permit and .. it cost me hours of time and ... a $1600.00 filing fee. In TN I did the same report, wait no I did not, because when I called them about it they asked if we needed a permit, I said no (And we did not need it), they said don't bother with it. Cost 5 minutes on the phone.

California
Small Businesses: 3,571,013
Small Businesses with Employees: 683,999
Small Businesses without Employees (Nonemployers): 2,887,014
Workers Employed by Small Businesses: 6,331,871

No other states comes close to the number of Small Business owners.
I see small business too "Day to Day" they really don't off the possible long term opportunities like pensions. On the flip side, when a town is too dependent on a large a few large companies for its job base, town are destroyed when the company moves.
