What's so strange?

Nicer restaurants are closed at 10:30pm even in large cities. Most people don't eat dinner that late. Fort Bragg is not unique in that respect.

I don't know of hotels that serve dinner that late.

It does not surprise me at all. There are not a lot of services and dining options in Fort Bragg even during the day during the week so I wouldn't expect late dining options there or anywhere on that part of the coast, myself. It's pretty remote and think about the fact that most travelers are off the road by then so who would they be staying open for?

If you wanted to eat that late you'd have to drive in to Ukiah. That's probably what most people that live in Fort Bragg would do if they wanted to eat out late.

And firefighters eat at the station. They take the big truck to Safeway and do their shopping then head back to the firehouse to grill up some prime steaks.

Never go to Fort Bragg for food on a Sunday or Monday.... Most everything that is a mom and pop dining is closed on those days.

I liked that Japanese place and the seafood place with the view of the beach.

What surprised me was what that tattoo shop wanted to charge me for something so small. I guess they aren't in need of business if they can charge that much.

Places such as Crescent City, and other small cities located on the major north south highway can afford to stay open, as there is always highway traffic that has people stop and eat late. When one goes to Fort Brag which is so isolated, and not located on a busy highway, there are not enough potential customers to make it profitable for a full service restaurant to remain open after 10 pm.

If it is not profitable to be open late, no business will remain open for an occasional straggler that happens by. You are not in business to lose money, so that someone who happens to stop by like the OP did can eat.
