but constructions is a union job. shouldn't we be blaming unions for doing sloppy maintenance?

Sadly, I suspect there won't be a lot of action. Politicians and voters on both sides have a lot more fun pointing fingers and calling for head removal. Actually getting something done requires rolling up sleeves and sometimes kicking in a couple extra $$. That seems to be something many are averse to.
First it requires getting rid of people who make bad decisions or ...... they will keep making them and just waste more money. Would you keep an employee who wasted the companies resources and created damaged products??????

That's factually incorrect when it comes to Dams.

It seems obvious CA infrastructure is in poor condition. Those responsible for the poor state of our infrastructure should bear consequences but they never will.
It may take a ballot initiative to direct funds to infrastructure upgrades using vehicle gasoline/ vehicle registration fees. Sometimes those in charge need to be directly guided by the public when it comes to spending priorities.

When they do that they just syphon other funds going to the roads so the spending stays the same. Same thing happens with schools.
