there's jobs here for a young guy but they don't pay enough to keep up with the high cost of living here. He might be able to get 2 jobs and still not make enough to survive here.

I hear you. However, along with his gf there's no reason they wouldn't be able to afford a place. I'm not from the US, but isn't the minimum wage around $10 p/h? If so, he gets two jobs and his gf continues with her job surely that would be enough for an apartment in a somewhat desirable area in california? They could work around 100 hours between them and make anywhere between $3-4k per month.

OP has not replied with information about ability or lack of to move in with relatives. His or his GF's. And what kind do of work does she do. What does she want to accomplish?

50 hours per week for one person is insane.

Can't move in with parents..

Income above 4700? Not sure how to do that when we are taxed like crazy on our income and paid extremely low wages.

Your answers are vague.

In your OP you stated you didn't want to move away because family is around since you grew up in OC.

50 hours a week too much? Not if you are in your early 20's and not going to school. I worked 70 hours a week for a year. And worked around 55 hours a week for a couple more years.

Hardly. Most jobs that's one good day of OT. I worked 2 jobs and went to school full time for a couple of years. 50 hours is usually expected for a Supervisor.
